Cargo Handling Equipment (CHE) includes a wide range of equipment used to move cargo containers and bulk materials at ports and intermodal rail yards, including yard trucks (hostlers), forklifts, rubber-tired gantry (RTG) cranes, container handlers, reach stackers, dozers, loaders, railcar movers, excavators, and maintenance equipment such as aerial lifts. Under amendments approved by the California Air Resources Board (CARB) in 2011, diesel equipment subject to engine performance requirements in CCR 2479(e) must undergo annual opacity testing, which is performed using the SAE J1667 snap acceleration test procedure.

SAE J1667 Snap Acceleration Test Procedure

Cargo Handling Equipment powered by diesel engines must undergo opacity testing using the approved SAE J1667 snap acceleration test procedure.

Opacity Testing Required
All cargo handling equipment with on-road or off-road certified engines must be opacity tested.

Testing Deadline
New engines must be tested by January 1 of the fourth year following the engine model year.

RTG Crane Testing
Rubber-tired gantry crane engines may require a modified SAE J1667 procedure as outlined by CCDET.

Alternative Testing Methods
Certain equipment configurations may require CARB-approved alternative testing procedures.

CHE Recordkeeping Requirements

Companies operating cargo handling equipment must maintain records demonstrating compliance with CHE opacity testing regulations.

Required Recordkeeping
End-users must maintain documentation as outlined in Section 2479(i) of the CHE Regulation, including records of opacity testing results.

Compliance Inspections
CARB staff may request updated equipment inventory records and opacity testing data during compliance checks or enforcement inspections.

Funding Program Reviews
Equipment inventories and test records may also be reviewed as part of CARB or regional air district funding program compliance.

New Company Verification
